The notice
On 29 September 2026 Jungsoo Kim received notice from the Gyeonggido Business & Science Accelerator (GBSA, 경기도경제과학진흥원) that he had passed its screening and been selected as a proposal evaluator. The letter was issued on 28 September by GBSA’s finance and accounting team, and it closed the open call for evaluator candidates that the agency ran over the summer. The term is five years.
GBSA is the Gyeonggi provincial agency for small and medium-sized companies, ventures, and start-ups, based in Suwon. When it commissions work by open tender, the proposals submitted by bidding companies are scored by an evaluation committee. An evaluator sits on that committee, reads the proposals, and scores them.

What an evaluator is asked to be
Two attachments came with the letter: a page of notes for evaluators and the form for declaring a conflict of interest. An evaluator must confirm before each committee that they have no stake in any bidding company, whether as a contractor, adviser, researcher, or recent employee, and must withdraw if they do. Everything learned in the room, from the proposals to the scores, stays in the room.
The notes for evaluators are mostly a list of things not to do. Do not lead the room. Do not show approval or disapproval by expression. Do not teach, and do not try to learn. Do not correct a proposal; score it. Do not discuss scores with the other evaluators. The line that gathers the rest is short: the evaluator is to be a pure scorer.
Because evaluations are confidential, this site will not report on any individual evaluation. This post records the selection, and that is where it ends.
